John Brooks

Chief of Programs, New Mexico Finance Authority (NMFA)

John Brooks moved to New Mexico in 2003 and joined the New Mexico Finance Authority (NMFA) as a Financial Analyst in August 2003 working directly on several state programs administered by NMFA but more specifically with the Drinking Water State Revolving Loan Fund (DWRLF) and the Public Project Revolving Fund (PPRF). He was promoted to the Chief of Programs in 2023, his primary responsibility is to deliver low-cost funds to businesses and public bodies throughout New Mexico. John has structured over $850 million different projects in New Mexico. The impact of the lending John has been involved in can be seen in both Public Projects and Economic Development projects. Those impacts are some of the following: increasing more construction jobs, creating more direct jobs, helping our medically underserved area, upgrades to community facilities and reducing some of the food deserts.

A native of Aurora, Colorado, John earned a B.S. in Business Management with a specialty Finance in December 1995 from Fort Hays State University located in Hays, Kansas. After completing undergraduate studies, John worked in the Finance industry as a stockbroker for 10 years most of which with Charles Schwab in Denver, Co. John completed his studies for the M.B.A. with a specialty Finance at Capella University. Recently, Mr. Brooks completed the Development Finance Certified Professional Program (DFCP) from The Council of Development Finance Agencies (CDFA).
